CCAR is a nonprofit animal rescue organization. We are not animal control officers and do not have the legal authority to investigate, enforce, or intervene in cases of animal neglect or cruelty.

While we care deeply about animal welfare, reports of suspected neglect, abuse, or cruelty must be handled by the appropriate authorities. Please file all reports with the MN Federated Animal Humane Societies and contact Carlton County Sheriff’s Office so the situation can be properly investigated and addressed.
